Permanent anchors 3 with predetermined tension applied thereto are appropriately installed at intervals in the slope 2. Pressure receiving plates 41 at head sections 3a of the permanent anchors 3 are fixed to the slope 2. The retaining wall 7 made up of a plurality of precast concrete panels 6 is constructed on foundation blocks 5 fixed along a toe of the slope 4.
