To enable an on-vehicle emergency call device to preferentially receive a call from a specified calling party after the on-vehicle emergency call device transmits an emergency call signal to an emergency call center apparatus.

When an on-vehicle emergency call device 1 transmits an emergency call signal to an emergency call center apparatus 2, the emergency call center apparatus 2 sets automatic transfer to a communication network 4 and thereafter, when a mobile telephone set 3 transmits a call originating signal adressed to the on-vehicle emergency call device 1 to the communication network 4, a calling signal is transmitted from the communication network 4 to the on-vehicle emergency call device 1 only when it is selected to permit call reception to the on-vehicle emergency call device 1. The reception of calls from all calling parties to the on-vehicle emergency call device 1 is not permitted but the reception of a call from a calling party permitted to call the on-vehicle emergency call device 1 is permitted.
