In a power supply controller 27 installed in a subscriber's home 2, when receiving an emergency notification packet from a portable emergency notification transmitter 26 in a state that a power source voltage value supplied to a router 22 and an optical line termination device (ONU) 21 from an uninterruptible power supply device (UPS) 25 drops to a value less than a threshold value, a changeover switch 273 is changed over to a battery 272 from the uninterruptible power supply device (UPS) 25, so that an output voltage of the battery 272 is supplied to the router 22 and the optical line termination device (ONU) 21.
