To sequentially notify map information or the like to a precinct (a substation) before a dispatch command.

A command post 1 receives an emergency call 1a and confirms call information. An automatic dispatch assigning device 2 sequentially inputs the call information, assigns an emergency dispatch vehicle on the basis of the input call information, and outputs instructions. A retrieving device 3 for maps or the like retrieves and outputs a map including an emergency occurring location on the basis of the call information. A command transmission sending device 4 sends the instructions, the map, and speech data of an announcement command or an official command. The command post 1, the automatic dispatch assigning device 2, the retrieving device 3 for maps or the like, and the command transmission sending device 4 are mutually connected by lines. A substation terminal device 5 is connected by a line with a headquarter device, and it receives transmit data sent from the command transmission sending device 4 and restores the instructions, the map and the speech data. A command transmission output device 6 prints and outputs the instructions and the map. A display device 5a displays the map in an image plane.
