This device has a lamp 6, a reflecting plate 5 to cover the lamp on its back and side in the radiating direction and reflect light emitted from the lamp to the radiating direction with the inside face formed as a reflecting plane, a battery to feed the lamp in emergency and a monitor lamp 7 to show the charged condition of the battery. In this case, the reflecting plate 5 is formed of light conductive material and so arranged that one end of the reflecting plate 5 can be observed from the outside. The reflecting plate 5 has a light injection part to guide light from the monitor lamp 7 into the reflecting plate 5 and the monitor lamp 7 is arranged to be opposed to the light injection part.
