To provide an emergency portable bag that has simple structure, can be sewn simply by a straight stitch, can be used as an educational material of a domestic science class, and can be used as a disaster preventing hood without disposing the contents.

The emergency portable bag includes, with a width dimension as common, an outer lining piece 10 of first length, a first inner lining piece 20 of second length that is nearly 1/2 of the first length, and a second inner lining piece 30 of third length that is shorter than the first length and longer than the second length. The outer lining piece 10 and the first inner lining piece 20 are matched to one end for overlapping, and the outer lining piece 10 and the second inner lining piece 30 are matched to the other end for overlapping from the above for sewing in a rectangular shape along an outer periphery of the outer lining piece 10. With the center of the outer lining piece 10 as a bending line, the first inner lining piece 20 and the second inner lining piece 30 are doubled over so as to turn inside, and the first inner lining piece 20 and the second inner lining piece 30 are connected by cloth tapes 3A and 3B with a snap near one end in a width direction of the outer lining piece 10.
