To quickly rock a locking lever which prevents downward movement of a weight, without increasing the size of an electric actuator.
In this emergency shut-off valve 1, the rod of the electric actuator 30 is moved forward/backward to rock the locking lever 10, and the weight 6 is moved downward to rotate a valve shaft 5 into the condition of closing the valve element 2. A main shaft 21 is pin-connected to the other end of the locking lever 10, a driving node is pin-connected to a fixed frame F, and the main shaft 21 and the driving node are pin-connected to each other via a driven node. The rod of the electric actuator 30 is arranged sideways, and the rod is connected to a node point between the driving node and the driven node. The node is moved forward/backward to move the node point sideways, and the main shaft 21 is moved downward to rock the locking lever 10. The stroke of the rod is long relative to the stroke of the locking lever 10, and so the locking lever 10 can be quickly rocked without increasing the capacity of the electric actuator 30.
