To enable a gate to be shut down without depending on manual operation or a large-sized storage battery even in an emergency such as a blackout.
An emergency shutdown gate device 12 transmits output from a three-phase electric motor 18 to a spindle 14 via a reverse action clutch 25 and lifts a door body 15. The reverse action clutch 25 transmits output always, and when it is shut down by electric conduction, the door body 15 descends by its own weight. The reverse action clutch 25 is provided with a direct current motor 32 which rotates an operating shaft 37 to shut down the clutch 25 and an electric double layer capacitor 31 which is a power supply of the motor 32. At the time of blackout, a direct current is discharged from the electric double layer capacitor 31 charged beforehand, and the direct current motor 32 is rotationally driven to shut down the reverse action clutch 25.
