A tow car 2 runs on a rail 1 laid along a slope by loading a work material or the like. A brim-shaped brake plate 1a is provided in an upper edge part of the rail 1. An emergency stopper device 8 is provided with a transmitting mechanism 9, link mechanism 11, and a brake mechanism 12. The transmitting mechanism 9 transmits rotation of a wheel 6 through pulleys 13, 14, belts 15, 16, and a centrifugal clutch 18. In the link mechanism 11, engagement with a first arm 20 is disengaged by turning together a stopper 19 when the centrifugal clutch 18 reaches to a prescribed rotational speed, and the first arm 20 pulled by a spring mechanism 21 is rotated with a second arm 22. In the brake mechanism 12, a brake shoe 24c of a brake main body 24 is guided by holders 24b, 24b, vertically displaced while moved in a lateral direction, and brought into friction contact with the brake plate 1a, when a retraction lever 23 is pulled by the second arm 22.
