The speech IC 10 reproduces and outputs the speech data stored in the built-in ROM 20 and a received speech data on the basis of a received command. An emulation device 100 is mounted on an emulation board, and a memory interface section 120 is connected to a storage device 70 in which the speech data to be stored in the built-in ROM of the speech IC is stored. A command receiving section 130 receives a command to the speech IC. A command conversion section 110 converts a received built-in ROM data reproduction command, to a reproduction command with attachment data, which are attached with the speech data read from the storage device 70, and a command transmission section 140 transmits the command after conversion to the speech IC.
