To provide a technology for narrowing the differences among the viscosity at a high temperature, room temperature and low temperature in an emulsified and dispersed type powder-containing cosmetic.

This emulsified and dispersed cosmetic is provided by containing (1) powdery material such as titanium dioxide, zinc oxide, etc., which may be surface-treated, and (2) isostearic acid in the emulsified type cosmetic. Further, a polyether-modified methylpolysiloxane is preferably contained, and also the surfaces of the titanium dioxide and/or zinc oxide are preferably treated by baking with hydrogen methylpolysiloxane. The titanium dioxide and/or zinc oxide are processed as a slurry form in advance, and preferably the slurry is incorporated, and used preferably under the low temperature.
