To provide a method for producing a stabilized emulsion fuel excellent in general-purpose properties at a lowered cost which can exhibits high combustion energy by subjecting water and an oil to emulsion mixing in a stabilized state to turn water into a flammable agent, and an apparatus for producing the same.

The method for producing a water-mineral oil emulsion fuel comprises subjecting a mineral oil and the water exposed to heated compressed air to affinity mixing with the use of the water-vegetable oil emulsion fuel as an emulsifying agent to turn water as such into a flammable agent, and the apparatus for producing the same is disclosed.
