To provide a method for producing a stabilized emulsion fuel excellent in general-purpose properties at a lowered cost which can exhibits high combustion energy by subjecting water and an oil to emulsion mixing in a stabilized state to turn water into a flammable agent, and an apparatus for producing the same.
