The enameled steel sheet having surface enamel layers 3 distributed like the island shape is formed by the steps of: forming an undercoat enamel layer 2 having water repellency on the surface of a steel sheet 1 of a substrate; and applying and baking a glaze for forming the surface layer. The steel sheet acquires fine unevenness due to the surface enamel layers 3 distributed like the island shape, and accordingly shows appearance, texture and the feel, which have never been shown in conventional enameled products.
