The enclosure bag 1 covering the steel frame 2 with the covering material T stuck thereto comprises a cylindrical bag body 32 of approximately U-shaped cross section, fixing parts 52, 54 for maintaining sidewalls 42 of the bag body in a folded state, and working openings 40. The enclosure bag 1 can take a first enclosure state of maintaining the sidewalls in the folded state by locking the fixing parts and covering the steel frame along the outline of the steel frame, and a second enclosure state of extending the sidewalls by releasing the fixing parts and covering the steel frame in a state of forming a predetermined space around the steel frame.
