PROBLEM TO BE SOLVED: To improve the encoding quality in encoding and decoding using a pitch sharpening technology.SOLUTION: A pitch sharpening coefficient is determined on the basis of the pitch cycle difference between the time section as a processing object and the time section before the processing object, the estimated value of the possibility of voiced sound time section, or the predicted gain. A cycled pulse sequence by applying the cycling corresponding to the pitch sharpening coefficient to one or more pulse sequences from a fixed codebook.
