Abstract:
PROBLEM TO BE SOLVED: To record entire video frames without making the entire generation bit amount at the end of encoding exceed a specified value.
SOLUTION: An excess bit number is measured during encoding by a bit number excess amount calculator 2. In the case that video recording remaining time is less than a certain threshold, an encoding operation deciding device 3 obtains an encoding target bit rate of fixed bit rate control from the excess bit number and switches the operation of a video encoder 5 from variable bit rate control to the fixed bit rate control.
