To smoothly perform transition of an engine to an overspeed governing processing and returning thereof from the overspeed governing processing to a normal operation.
When an engine speed exceeds a predetermined target value, excessive increase in the engine speed is prevented by performing fuel cut and ignition cut. A fuel cut target rotational speed Ne (FCUT) is set lower than an ignition cut target rotational speed Ne (IGCUT). Firstly, fuel cut is executed when increasing the engine speed. After that, ignition cut is executed. The fuel cut target rotational speed Ne (FCUT) and ignition cut target rotational speed Ne (IGCUT) each have hysteresis. Ignition cut and fuel cut are performed/finished at the upper/lower limit of hysteresis, and thereafter returning to the normal operation.
