The pinion 17 slidably supported by an output rotation shaft of a motor 11 is capable of meshing and dismeshing with the ring gear 3. A controller 30 controls the motor 11 and a pinion control relay 41 with receiving an engine starting instruction. The controller 30 receives an instruction form a driver side communication device 31 to make the pinion 17 mesh with the ring gear 3 during the engine is not operating.
