The governor lever 26 has a folding-back part 26c opening a predetermined interval between the part and a body part 26d by folding back a part of the body part 26d, governor shaft inserting holes 50a and 50b penetrating through both the body part 26d and the folding-back part 26c, and a slit 52 having a predetermined width for connecting the mutual governor shaft inserting holes 50a and 50b. The governor shaft 30 and the governor lever 26 are joined by a bolt 54 for fastening a width of the slit 52 in the narrowing direction and a nut 56 for regulating rotation by contacting with a part of the folding-back part 26c.
