A pressure-sensitive adhesive 106 is provided on both edge portions in the width direction of the envelope paper 100, and remoistening glue 107 is provided thereinside, and an adhesion adjusting layer 400 adjusting adhesion is provided on a paper face to which the remoistening glue is bonded when folded into an envelope. The adhesion adjusting layer composed of a hard adhesive material includes a plurality of adhesion parts where the surface of the paper is exposed in a prescribed shape. Since the remoistening glue adheres to the envelope paper via the adhesion adjusting layer, an adhesion area is restricted to set the adhesion at a desired state. The peeling easiness needed for opening is compatible with the durability against the stress in handling required in transit.
