An envelope paper P2 used to manufacture an envelope comprises: a rectangular first composition paper 107 having a flap unit 117 which can open and close at one end side of an envelope expand direction; a rectangular second composition paper 109 provided to link with the first composition paper 107 through a first folding unit 111 and along the envelope expand direction; and a rectangular third composition paper 113 provided to link with the second composition paper 109 through a second folding unit 115 and along the envelope expand direction and formed an adhesive coating unit 123 coated with adhesive to close a flap unit 117 along a direction at right angles to the envelope expand direction. A length Lin of the envelope expand direction ED of the third composition paper 113 is not less than a distance between a conveying roller 74 and a conveying roller 76 in the envelope expand direction (envelope conveying direction) ED.
