To provide equipment capable of securing safety in the inspection and diagnosis for an outdoor high-rise building to which the conventional inspecting and diagnosing method cannot be applied.

This equipment comprises an optical inspecting and diagnosing equipment 2 and its directional apparatus 3 for directing the same; a mooring balloon 1 equipped with a loading condition controller 4 for controlling them; a mooring rope winder 8 for changing the altitude of the mooring balloon; and a ground controller 11 for remotely operating the equipment loaded to the balloon from the ground. And the optical inspecting and diagnosing equipment 2 can be installed either to a top or bottom portion of the mooring balloon 1 thereby permitting to inspect and diagnose the outdoor high-rise building from any direction such as top, side or bottom.
