To enable a user to easily release or relax restrictions on capability of a body part set by an equipment management device, by operating an operation interface of equipment.

The equipment management device 10 includes a capability restricting part 12a and a state detecting part 12b, and manages the equipment 40. The equipment 40 has body parts 41 and 42, and an operation interface 46. The operation interface 46 receive an operation command to the body parts 41 and 42 from a general user. The capability restricting part 12a sends a capability restriction command for imposing restrictions on capabilities of the body parts 41 and 42, to the body parts 41 and 42. The state detecting part 12b detects a predetermined state change in the body parts 41 and 42 which is caused by the operation command input through the operation interface 46. When the state detecting part 12b detects the predetermined state change, the capability restricting part 12a sends a release or relaxation instruction for releasing or relaxing the restrictions on capabilities of the body parts 41 and 42.
