To solve the problem that the natural ground can be hardly reproduced due to a change in properties of the ground, because material particles are crushed on the ground since a mechanical force greatly acts among the ground material particles, when the model ground is created by a conventional method and conventional equipment for creating the model ground.
Liquid W can be stored in a mold 5 in which the model ground is formed, and in a hopper 6 which continues into the upper side of the mold. A material container 8 for storing the ground material S is arranged on the hopper. An ultrasonic oscillating body 7 is arranged in the mold in such a manner that a prescribed gap is formed around it; and a place for propagating ultrasonic waves via the liquid is formed in the mold, so that the ground material can be charged into the place. Thus, the ground material subsides for accumulation in such a manner that friction does not occur among the particles, and the model ground with a predetermined density and the predetermined degree of saturation can be created without causing the crushing of the material particles.
