The parameter information acquisition part acquires a parameter information including two or more of parameters consisting of a water quality parameter, a control parameter relating to control conditions of an installation or raw materials to be added to a water system, and a parameter which has a meaning different from an expectation result and comprises one kind in an installation or raw materials, or a result derived from an installation or raw materials. The relationship model information acquisition part acquires relationship model information showing a relation between an expectation result or an indicator associated with the expectation result obtained in advance and two or more parameters.
