To provide a preferable shelter management system and a shelter management method using the same, which can be easily and quickly utilized in a shelter during a disaster and can manage many refugees in a short time.SOLUTION: The shelter management system of the invention records and discloses a condition of a shelter during a disaster and comprises IC cards distributed to refugees one by one, a mobile terminal 10 allowed to read each of the IC cards, and a mobile battery 12 and allows data to be stored in a database within the terminal 10 by client software provided in the terminal 10.SELECTED DRAWING: Figure 1
