To provide an evacuation guide system using a communication means in a disaster time capable of timely offering an optimum evacuation route to each of evacuees.
After the occurrence of an earthquake, information about presence/absence of damage and the like in the previously decided respective areas 2 are collected from outputs from various sensors 3 to be stored in an area damage data table 4. Damage condition estimation information, in which presence/absence of damage is estimated as a damage condition of an earthquake damage information uncollected area from the information about presence/absence of damage, is stored in the area damage data table 4. Evacuation guiding route data from the respective areas 2 to a previously determined shelter 5 are stored in an evacuation guide data table 4. On the basis of the earthquake damage information and the damage condition estimation information, an optimum evacuation guiding route map for each of the areas 2 is automatically retrieved from the evacuation guiding route table previously storing it to be outputted, and the retrieved optimum evacuation guiding route map is automatically informed to each of the areas 2.
