PURPOSE: To provide an evacuation hanging rope ladder device by which an evacuation action can be taken safely and easily, and also, restrictions for utilizing a balcony can be relaxed.

CONSTITUTION: A housing part 6 in which a rope ladder (refuge hanging rope latter) 5 is housed is provided in an eaves ceiling part 4 provided on the upper part of a balcony provided projectingly from a building, a handle (extending means) 15 for extending the rope ladder 5 is provided on the housing part 6, and the base end part side of the rope ladder 5 is fixed into the housing part 6.
