Driving force perception value received by the driver's seat as standard road data and sensual data can be obtained on the assumption that the standard vehicle travels on the present road by using a virtual operation testing device. Based on this data, the road surface plan is executed. For the planned road, planned force perception value received by the driver's seat can be obtained on the assumption that the standard vehicle travels at a predetermined speed. The planned driving force perception value received by the driver's seat as the planned road data and the sensual data can be obtained on the assumption that the standard vehicle travels on the planned road by using the virtual operation testing device.
