PROBLEM TO BE SOLVED: To determine a lock method depending on changes in requests in a database which manages resource rent.SOLUTION: A demand map maintenance processing unit 15 maintains a demand map, and a supply map maintenance processing unit 16 maintains a supply map. An allocation map maintenance processing unit 17 maintains an allocation map using the demand map and the supply map. A collision probability map maintenance processing unit 18 maintains a collision probability map using the supply map and the allocation map.
