PURPOSE: To speedily provide the exclusively controlled result of an access request to a data base concerning the exclusive data base control system for an information processing system provided with the data base.

CONSTITUTION: This system is provided with an exclusive control means 300 for judging whether a data base 100 can be utilized or not when each utilizing request 200 is generated and for reporting the judged result to the utilizing request 200, and a data base utilizing means 400 for directly utilizing the data base 100 corresponding to the utilizing request 200 to which the use enabling judged result is reported from the exclusive control means 300, and the exclusive control means 300 executes processing to judge whether the data base 100 can be utilized or not independently of the utilization execution of the data base by the data base utilizing means 400.
