PURPOSE: To reduce the cost of generating plant by installing air pumps with an elastic body and flexible elastic carpets on a road.

CONSTITUTION: Air pumps 1 with an elastic body comprised of a piston (b) with an elastic body whose end is projected outside from a cylinder (a) are arranged on a road surface, and flexible steel carpets 2 are laid on a road surface. When any vehicle, animal, etc. that can press down the piston (b) with an elastic body whose end is projected from an air pump 1 with an elastic body passes on a road surface, an air pump 1 is operated, and air is sent through a piping 6 to turn a wind wheel 4, which operates a generator 5. Thus, the cost of generating plant can be reduced.
