This system comprises: the passive exercise apparatus 1 which makes the user perform passive exercises and is capable of controlling exercise contents corresponding to apparatus control signals from the outside; a network camera 7 which photographs the exercise state of the user using the passive exercise apparatus 1; a monitor 102 which displays moving images transmitted from the network camera 7 through a LAN 201 and the Internet 202; and a communication control part 103 which is connected to the passive exercise apparatus 1 through the Internet 202 and the LAN 201 and transmits the apparatus control signals for adjusting the exercise contents of the passive exercise apparatus 1 through the Internet 202 and the LAN 201 to the passive exercise apparatus 1 corresponding to the operation input of a controller 101 disposed at such a position that an instructor can visually recognize the moving images on the monitor 102.
