PURPOSE: To exfoliate and remove soft substances easily and surely such as chewing gum stuck on the surface of a road, etc.

CONSTITUTION: A shaft 10 is bridgedly provided on a frame 5 via an engine 8, deceleration device 9, and bearing 9', and the set number of rotary disks 12, 12... is fixedly provided on this shaft. The wire-like cutter 16 of a piano wire is extendedly provided spirally, along the envelope rotation surface of a rotary disk, on the hook grooves 13, 13... of the rotary disks 12, and the wire-like cutter 16 is made to rotate in an attitude, where it is spirally extended, with the rotation of the shaft 10. Chewing gum 4 sticked on a road surface 3 is slicingly cut and exfoiliated to be housed in the pocket 19 of a cover 17, and work is easily made by pushedly advancing a handle 7 by an operator 2. Consequently the sticked chewing gum on the road surface can be manually exfoliated and removed with a device compact, light weight, inexpensive in manufacturing and running cost, and having good durability, and work can be made in handy.
