An exhaust device 8 is provided between a fluid bed drying device 1 capable of drying brown coal while making the brown coal flow by fluidizing gas and a coal supplying device 111 capable of supplying the brown coal toward the fluid bed driving device 1 while being separated by the use of a partition from the coal supplying device 111 and from the fluid bed driving device 1, non-condensable gas which is mixed in together with the brown coal supplied from the coal supplying device 111 is exhausted.
