This exhaust emission control device is provided with the filter 3 arranged in a easing 2 and sticking the adsorbent composed of zeolite for capturing the NOX in the exhaust gas, a pair of electrically mutually insulated and mutually separately arranged electrodes respectively arranged on both surfaces of the filter 3 and a plasma generator 1 for generating plasma by impressing high voltage between the electrodes, and captures the NOX in the exhaust gas by the adsorbent, and puts the NOX in a radical state by making the plasma generated by the plasma generator 1 act on the NOX, and decomposes the NOX into N2 and O2.
