To provide an exhaust emission control device for an internal combustion engine capable of restricting quantity of particulate to be discharged into open air when a filter breaks down.
The exhaust emission control device 1 for an internal combustion engine for purifying exhaust emission by catching particulate contained in the exhaust discharged from an internal combustion engine 3 is provided with the filter 14 for catching particulate in the exhaust, a filter breakdown determining means (EXU 2, a step 6 in the figure) for determining whether the filter 14 breaks down or not, a PM quantity reducing means [ECU 2, steps 9-14 in the figure and figures 6 and 7 (not expressed in the figure)] for reducing PM quantity as quantity of the particulate to be generated by combustion in the internal combustion engine 3.
