This exhaust gas purifying device having the high-voltage treatment part 10 in the exhaust passage of an internal combustion engine is provided with a pretreatment device 20 for removing water arranged on the upstream side of the high-voltage treatment part 10 in the exhaust passage. Since water in the liquid phase generated in the exhaust passage is treated by the pretreatment device 20 for removing water provided on the upstream side of the high-voltage treatment part 10, it is possible to suppress the intrusion of water in the liquid phase into the high-voltage treatment part 10 and maintain the normal operation of the high-voltage treatment part 10.
