In the exhaust gas recirculation control device for the internal combustion engine, a control part 33 is provided to control a first opening and closing valve 15c for opening and closing an exhaust gas recirculation control circuit and a second opening and closing valve 12d for opening and closing an intake air bypass circuit 12c so that an EGR (exhaust gas recirculation) ratio and an air-fuel ratio achieve respective target values stored in a memory means 32 in accordance with a rotation speed, a load, an oxygen concentration in inlet air and an oxygen concentration in exhaust gas detected by a detection means 31.
