A heat recovery means 5 is provided in a circulation system A of first circulation water 2 for transferring heat of exhaust air 1 and/or transferring its enthalpy to the first circulation water 2 by mass transfer. A heat transfer means 6 is provided in a circulation system B of second circulation water 4 for transferring heat of the second circulation water 4 and/or taking in it enthalpy and transferring it to outside air 3. A heat exchange means 7 is provided for carrying out heat exchange between the first circulation water and the second circulation water via a heat transfer surface.
