To obtain a compact exhaust heat recover device capable of performing desulfurization and exhaust heat recovery from exhaust gas at the same time.
Exhaust gas containing SOX is introduced from a lower part of a dispersing plate 2 into a device main body 1 of the exhaust heat recovery device. Solid particulates 3 are arranged on the dispersing plate 2. The solid particulates 3 contain particulates that absorb SOX. When exhaust gas is introduced into the device main body 1, the solid particulates 3 flow to form a fluidized layer. An internal heat exchanger 4 for recovering heat of exhaust gas is provided inside the fluidized layer. An external heat exchanger 6 for further recovering heat from gas that is desulfurized, heat-recovered, and discharged to the outside is provided at an upper end of the device main body 1.
