A support pin 9 hooked to a drive side lock surface 29 of a drive piston head 6 is provided in the housing, a minimum distance A3 between the support pin 9 and a bottom surface 28 of the internal hole 25 is set equal to a length of the drive piston head 6, and dimension of a minimum distance A1 plus play S between the support pin 9 and a play end of the control pin 8 is set equal to a distance A2 between the support pin 9 and an opposed surface 26 of the ignition pin 16. In this way, when an explosive residuum of prescribed amount or more is accumulated between the drive piston 4 and the bottom surface 28 of the internal hole 25, the ignition pin 26 can not lead to an ignition region.
