To suppress the occurrence of lack of oxygen, etc., by increasing safety and to enhance fire extinguishing property when a fire occurs, even for a building where highly-airtight inner spaces of small compartments are present.
Nitrogen gas and pressured air are selectively introduced to secondary piping 21-24 which are arranged in the (n+2) to (n-1)-th floors of the building 1. The pressured air containing oxygen is supplied to the secondary piping 21, 22 for the highly-airtight and small compartments 2B, 3B. Consequently, an oxygen density is prevented from being reduced in the compartments 2B, 3B, the safety is increased, and then, the occurrence of the lack of oxygen is suppressed. Meanwhile the nitrogen gas is positively supplied to the secondary piping 23, 24 for the low-airtight inner spaces in the (n), (n-1)-th floors. Thus, rust, etc., is prevented from being generated in the secondary piping 23, 24.
