PURPOSE: To extract a fiber winding package from a collet without pressing-its outer circumferential face so as to prevent damage to fiber by using a collet whose outside diameter is variable and a cylinder member having an expansion property.

CONSTITUTION: When a fiber winding package P is extracted from a collet 4, a bulb member 20b of a cylinder member 20 is clamped by means of a clamping mechanism 27 at the tip of an extracting rod 22, and then, each finger 12 is moved in the diameter inward direction so that the outside diameter of the collet 4 is reduced. Subsequently, the extracting rod 22 is moved in the direction in which the rod 22 is separated from the collet 4, and the end face of a tube 5 of the package P is pressed by a ring member 20c in the terminal end part of the cylinder member 20, and as a result, the package P is extracted from the collet 4. In this process, the diameter of the cylinder member 20 is squeezed, so that the package P extracted from the collet 4 can be supported by a receiving member 21 via the inner circumferential face of the tube 5.
