This device is provided with a handle 11 capable of incorporating a battery 1, a main body 10 provided with an extension part 12 curved forward on both sides of an upper part of the handle 11, a forming member 20 at an upper end of the extension part 12 having a circularly formed bottom part along an eyelash line and provided with an open part 21 in a length direction at a center of it, a heating member 30 incorporated in the open part 21 of the forming member 20, a pressure member 40 installed on the main body 10 to be movable up and down along the extension part 12, and having an elastic member 2 to be tightly applied to the forming member 20, and an up/ down moving member 50 to move the pressure member 40 up and down. An actuation switch 60 to control the heating member 30, and an indication lamp 70 to indicate a power actuation condition are installed on the main body 10.
