A facility controller 50 is connected to a heating facility group 39 including a number of heating facilities 30 where heat is generated by electric power and generated heat can be stored, and a large-sized heat utilizing facility 40 provided commonly for the heating facility group 39, to which heat can be supplied from the heating facilities 30 and of which the heat storage capacity is greater than that of the heating facilities 30, receives a request for the adjustment of a power amount during a requested period and sends an instruction to the heating facilities 30. In the case where heat can be generated in response to an increase request but cannot be stored in the heating facilities 30, when it is determined that the heat storage capacity of the large-sized heat utilizing facility 40 has sufficient heat storage capacity, the facility controller 50 instructs transfer of heat from the heating facilities 30 to the large-sized heat utilizing facility 40.
