CONSTITUTION: A plurality of stakes 2 made up of the material of water admission are provided dispersingly at predetermined intervals at the group heap 1, and the floor soil 6 is provided at the ground heap 1 upper surface, and turf coverings 7, 7 are administered at its upper surface. And the viscous nature of the soil such as a loam layer 3 or the like is improved to a desired soil nature by setting appropriately the arranged interval, density or the like of stakes 2, and the proper degree of the qualities of water discharge and water maintenance is given to the floor soil 6. As a result, the completed surface of a fairway can be made to be of a flat shape without giving a bad effect to turfs 7, 7 to be planted, or the like.
