To provide a fall prevention device in which an operator performing picking operation is effectively prevented from falling and the operator is hard to have a sense of fear in a high altitude, and to provide a picking lift with the fall prevention device.

A fall prevention device includes: a guard member 16 containing a dimming unit 16a capable of adjusting a light transmittance, and taking a drawing position drawn out backward from a rear end 11B of a head guard 11 and a retracted position retracted forward from the rear end; and a control unit 20. The dimming unit 16a closes the side surface of a step upper space when the guard member 16 takes the retracted position, and alternatively, closes the side surface of a pallet upper space when the guard member 16 takes the drawing position. The control unit 20 brings the dimming unit into a transparent state, when a lifting height is less than a predetermined height, or when a picking lift 1 is in a traveling state, and alternatively, brings the dimming unit into an opaque state when the lifting height is equal to and higher than the predetermined height, and the picking lift is not in a traveling state.
