A vibrating body 8 is formed by providing piezoelectric elements 9 on both faces of a nearly rectangular reinforcement plate 10. A protruded part 11 of the vibrating body 8 is brought into contact with a bearing 21 by prescribed pushing force. When a voltage is impressed to the vibrating body 8 with a prescribed frequency, the vibrating body 8 is vibrated in a state of drawing an elliptical track in the combination of vertical vibration and bending vibration by the extension/contraction of the piezoelectric elements 9. The bearing 21 is pushed in one direction and rotated by the protruded part 11 by the vibration, as a result, a blade body 3 fixed to the bearing 21 is rotated. Air is blown to an object to be cooled by the rotation of the blade body 3 through a ventilation port 24 of a case 4 and the object to be cooled is cooled down.
