A recessed part 67 allowing deflection of a washer 31 is provided adjacent to a first contact surface 71 in a position, wherein the recessed part 67 is overlapped with a second contact surface 72 with a view from the axial direction of a bolt member 60. In this case, since the recessed part is provided in a position, wherein it is not overlapped with the second contact surface 72, bending force is applied to the washer 31, and the washer 31 is bent. Namely, the washer 31 exhibits the spring work to function as a part for relaxing an influence of the bending force. As a result, the handlebar can be sufficiently separated from a top bridge, and the flexibility in design can be remarkably improved.
